Strategic Planning With Implementation in Mind

Plans come in all shapes and sizes, but the types of plans I have in mind are those whose effective implementation is essential to the continued well-being of the organization. The plan may be a business plan related to the development of new markets and products; it could be an innovation to increase flexibility and customer focus or the adoption of concepts such as lean thinking. All of these may be combined, making up the elements of a strategic plan. The consensus is that effective implementation of the plan involves more people than were involved in the design of the plan and the cost of failure is high.

The three main reasons for poor strategy implementation are:

  1. Planning and implementation are considered two completely different activities, but the fact is that the seeds of success or failure are sown when the planner sits.
  2. Planners spend a disproportionate amount of time making decisions what they will do it instead of sharing their time with it and planning How they will do it.
  3. Too few people are involved in the “how” process – evaluating the plan’s feasibility and impact on all of the organization’s resources.

They are divided into the following 13 blocks for good planning:

Planning Obstacle No.1 – “The plan did not take into account the new environment in which the plan operated”.

If planning ignores the present or fails to predict the future environment in which the organization will operate, it is doomed to failure from the start.

Planning Obstacle No.2 – “The rationale behind the plan was not included in the written document”

It is said that 70% of people will change, if there is a good reason to do so. Planning Obstacle No.7 – “The impact of planning is not done by good planners”

For example, what if the plan calls for developing six new products per year? Such objectives affect development, production, sales, marketing, distribution, supply, HR and finance. To alleviate this problem, you need to involve people with detailed knowledge of these tasks at the planning stage.

Planning Block No. 8 – “Not enough time is spent on planning before proceeding with implementation”

You would think that with all their experience, Boeing would be able to design and bring a new airliner to life in the time frame originally thought. This was certainly not the case with the 787 “Dreamliner”. The service was four years behind schedule mainly due to problems faced not only by outsourcing the production of many components using new technologies but also in some cases by out-sourcing the design. As a senior executive at Boeing admitted – “…we set up a global supply chain without thinking about some of the consequences”.

After all, “how do we do it” the next step is to look at the human and financial impact. These are two important Enabling functions. Without people and money, no plan can be implemented.

With the knowledge of “this is what we want to do” and “this is what we are going to do”, the next question to be asked is whether the organization has adequate staff and expertise in this field. the places where the plan can be effectively implemented.

Planning Obstacle No.9 – “Implementation of the plan requires changes to the current organizational structure that management has not planned”

Furthermore, is the organizational structure suitable for implementing the planned changes? It’s better if you realize now that you can’t afford the cost of implementing the strategy than to find out six months from now.

Planning Block No. 11 – “There was no clear branching purpose”

The Chinese philosopher Lao-tzu said that a journey of thousands of miles begins with a single step. Likewise, achieving the goal will depend on a number of goals and strategies to achieve them. It is very important that these goals are related to “how we will do” and not “this is what we want to do”. In fact, we plan from the top down but execute from the bottom up.

Each plan should end with a first Action plan. “Initial” is emphasized. As some activities are completed, others take their place. The last two barriers are related to the transition phase where the focus on strategic planning gives way to one on execution.

Planning Block No. 12 – “There was no action program that established the objectives of each action, who should be responsible for it and the date of its completion”

There is one activity that is often overlooked and that is communicating the overall plan to all the people who will be involved in making it happen. If you want to engage your employees – and who doesn’t – you have to explain where the organization is now, where it is going SY why and the role of each in getting there.

Obstacles to the plan No.13 – “Management underestimated the time required for implementation – we did not have enough hours in the day to complete the activities that we are responsible for by the due date and do the “regular work” of the same time”
